Summary Description:

To plan, organize, implement, coordinate, review, monitor, manage and evaluate the programs, services, operations, staff, students and facilities of a community college Veterans Services Center; prepare and administer annual program budgets; ensure compliance with District policies and applicable State of California and federal regulations related to Veterans Services; coordinate activities with other District colleges, divisions and departments; and train, schedule, supervise and evaluate assigned personnel.



To foster a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the District; lead by example; actively participate in and support District-wide participatory governance components and activities and other collaborative processes; encourage professional excellence among the staff and promote an organizational culture of customer service, innovation, and quality services.




Receives immediate supervision and administrative direction from the Assistant Dean – Health, Wellness and Veterans Services or President’s designee.


Exercises functional and technical supervision over Veterans Services permanent staff, temporary employees and Veterans Administration (VA) work-study students.


Representative Duties:

Knowledge of:

• Budget preparation and administration. 

• Correct English composition, grammar, spelling and vocabulary. 

• District and College organization, operations and objectives. 

• Federal, State and District laws, policies, and regulations related to veterans’ education programs. 

• Interpersonal skills including tact, patience and diplomacy. 

• Operation of computer, peripherals and software programs, including student information systems, database management, spreadsheet, word processing and VA internet-based software. 

• Oral and written communication skills. 

• Planning and organizational skills. 

• Principles and practices of management, training, supervision and performance evaluation. 

• Principles and procedures of financial record keeping. 

• Public relations skills. 

• Federal, State, and District laws, policies, and regulations related to assigned Veterans Services Center programs and services. 

• Veterans’ education benefits programs and services.


Ability to:

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. 

• Collect, compile and analyze data. 

• Communicate clearly, concisely and effectively, both orally and in writing, with diverse constituencies within and outside of the District. 

• Deliver effective presentations to veteran students and members of their family or support group.

• Develop annual budgets, and effectively and efficiently administer budgets. 

• Establish and maintain cooperative working relationships with those contacted in the course of work. 

• Interpret and apply complex and technical State and federal laws and regulations related to assigned programs. 

• Interpret, apply and explain complex and technical federal laws and VA regulations related to VA education benefits. 

• Maintain confidential materials. 

• Operate computer and applications software, including database management, spreadsheet, word processing and software related to veterans’ education benefits programs and services. 

• Operate office equipment such as computer, printer, calculator, copier and fax machine. 

• Plan, develop, organize, implement, supervise and coordinate comprehensive veterans’ education benefits programs and services, and their effective delivery to students. 

• Prepare and maintain records, reports and files according to established procedures. 

• Prepare clear and concise oral and written reports and recommendations. 

• Relate effectively to people of varied academic, cultural and socio-economic backgrounds using tact, diplomacy and courtesy. 

• Train, supervise and evaluate the performance of assigned personnel. 

• Understand and effectively and collaboratively work in a complicated multi-college environment, as well as within a system of community college districts. 

• Work cooperatively with others.

Education and Experience Guidelines:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.



A Bachelor’s degree from an accredited college or university with major course work in education, counseling, business or public administration or closely related field. A military background is preferred but not required.



At least three years of increasingly responsible management experience in working with veterans, including at least one year of experience in a supervisory capacity.


License or Certificate:

A valid California driver’s license.
