Position Summary







The Director, Facilities Management \(FM\) provides reliable, safe and secure facility operations for the Weill Cornell Medical College in Qatar, a 335,000 square foot purpose built teaching and biomedical research facility, which is owned and maintained by Qatar Foundation \(QF\), as are all the buildings in Education City\. The Director, Facilities Management reports directly to the WCM\-Q Chief Administrative Officer \(CAO\) and assumes organizational leadership in all matters related to the WCM\-Q facilities, relationship with QF, and local authorities\. The position holder oversees all facility maintenance, repair and operational requirements, working closely with colleagues in QF to ensure that the services necessary to enable WCM\-Q to achieve its mission are available and of appropriate standard\. Leads, promotes and supports a customer focused facilities operation, providing timely and cost\-efficient infrastructure solutions\.







Job Responsibilities







+ Provides leadership, guidance & administrative oversight for the planning & execution of all facility improvements \(planned & unplanned\) including project scoping, plan development and budgets & schedules, in collaboration with QF & its service providers\.



+ Provides oversight for all aspects of project development and execution including providing technical direction to projects, preparing and administering contracts for consultants and contractors from initial project programming to project completion\.



+ Coordinates with QF, the effective operation of building plant and systems, such as chilled water, lab gases, utilities, environmental controls \(BMS HVAC\), access controls, and life safety\.



+ Serves as WCM\-Q designated focal point with QF for facilities management, renovation and refurbishment projects, food services, transportation, and building security;



+ Develops and nurtures relationships with key stakeholders and acts as advocate for provision of services by QF to WCM\-Q in all facilities areas



+ Monitors compliance with service level agreements and key performance indicators set by sponsor to assure that WCM\-Q receives the delivery of services required to meet its objectives\.



+ Leads the planning for and design, build and commissioning of projects; works closely with WCM\-Q administration and QF to execute short and long\-term planning/design to assure appropriate facilities infrastructure required to deliver WCM\-Qs mission\.



+ Administers a strong program of communication about projects within WCM\-Q and is committed to executing projects with minimal disruption to WCM\-Qs academic mission\.



+ Acts as the end\-user representative for technical and building engineering systems requirements; assures compliance with the QF Permit to Work system; coordinates renovation and refurbishment



+ Oversees services provided by directly and indirectly contracted external vendors and suppliers \(e\.g\. catering, custodial, postal, transport, security, renovation and refurbishment projects, etc\.\)



+ Directs and establishes priorities for work orders submitted by divisions requesting FM provided services\.



+ Promotes safe and secure working procedures within WCM\-Q, liaising with Environmental Health and Safety \(EHS\) and QF HSSE on any aspects of facility operations that could potentially impact environmental quality, safety, occupants or adjacent populations\.



+ Leads divisional activities, identifies strategic and operational goals and assesses organizational structure for the division; develops policies and procedures in functional area\.



+ Functions in emergency response roles, which may include the handling of hazardous materials and/or exposure to fire scenes; participates in WCM\-Qs emergency management program\.



+ Undertakes committee service and administration as directed by the Dean and/or the CAO; where appropriate, identifies areas that warrant policy development\.



+ Revises committee charges to reflect changes in regulations; interacts with committee chairs on issues of compliance, policy interpretation, annual reports, administrative coordination, and related follow\-up as required\.



+ Fosters a culture of collaboration, mutual respect, innovation, and continuous improvement throughout the Facilities Management team as well as with colleagues, faculty, students, and staff\.



+ Manages and provides leadership, mentoring, and development for FM staff; encourages professional excellence among the staff and promotes an organizational culture of customer service, innovation, and quality service\.



+ Manages FM budgets, monitors funds and tracks expenditures in accordance with established policies and procedures; oversees the acquisition of supplies, materials, and equipment required to perform assigned work\.



+ Performs other job related duties as assigned\.







Education







+ Bachelor's Degree in related field







Experience







Bachelor's Degree in engineering or a relevant field\.







Minimum of ten years progressively responsible experience managing construction and operational projects with strong emphasis on project management and multi\-team engagement\.







Experience in the operations and maintenance department of an institution of higher education, along with supervisory experience in leadership positions is not required, but preferred\.







Knowledge, Skills and Abilities







+ Project management leadership experience developed through execution of multi\-phase projects\.



+ Demonstrated ability at strategic and tactical project management as well as detailed attention to operational and client needs\.



+ Demonstrated experience working with governmental and other entities in regards to project development, approval, and execution\.



+ Advanced knowledge of all aspects of facilities management including architectural design, construction execution, and operational maintenance\.



+ Demonstrated experience in managing projects with limited budgets and tight timeframe\.



+ Highly developed leadership and influencing skills, demonstrated by experience of working successfully with multiple stakeholders within varying cultural norms\.



+ Advanced proficiency in written and spoken English language\.



+ Ability to quickly gain sufficient knowledge of biomedical concepts in order to communicate clearly and effectively with researchers, clinicians, and others in the medical education and research communities\.



+ Demonstrated advanced organizational, administrative and interpersonal skills



+ Good sense of humor and demonstrated ability to work in a collegial and collaborative manner

Working Conditions/Physical Demands







Most work typically takes place in a normal office environment requiring: Standing, walking, sitting, operating a PC and other office equipment\.Must be able to lift 50 pounds unaided\.May come into contact with highly toxic chemicals/substances/plants\.May have contact with sick or violent people and sick or dangerous animals\.Occasional exposure to some unpleasant elements, such as heat and hazardous waste management, making conditions less comfortable than usual office environment\.







Weill Cornell Medical College in Qatar was established in 2001 as a partnership between Cornell University and Qatar







Foundation\. The first medical school in Qatar and a pioneer of coeducation at university level, WCM\-Q offers an integrated program of pre\-medical and medical studies leading to the Cornell University M\.D\. degree\. Teaching is by Cornell and Weill Cornell faculty, including physicians at Hamad Medical Corporation \(HMC\) who hold Weill Cornell appointments\.







Enrollment has grown rapidly from 25 first year pre\-medical students in fall 2002 to over 200 students from more than 30 countries as we entered our sixth year of operation in September 2007\.
