EOPS/CARE Counselor

Provide academic, vocational and personal counseling to students within the Extended Opportunity Programs & Services (EOPS)/Cooperative Agencies Resources for Education/CARE and Guardian Scholars programs; prepare student academic plans; possess knowledge of federal and state policies as they relate to Financial Aid programs; provide workshops to EOPS/CARE program participants which focus on parenting, community resources, self-esteem, study skills and other strategies defined to increase student success; interpret and implement federal, state, and local legislation and regulations relating to EOPS/CARE & emancipated foster youth; assist in developing and implementing the annual EOPS/CARE & Guardian Scholars program plans; establish and maintain liaisons with community agencies and college programs to provide a full spectrum of services to EOPS/CARE students and Guardian Scholars; ensure that students are informed of program services; coordination and implementation of the Guardian Scholars Program by providing outreach, program planning, student support services, and program evaluation; perform other related duties as assigned by the Dean of Counseling Services. Assignments may include day, evening, or weekend hours.

Requirements

Minimum Qualifications:

1. Master’s degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or and career development, or the equivalent,

 

AND

 

EOPS counselors hired after October 24, 1987, shall: 

(1) Have completed a minimum of nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantages,

 

OR

 

(2) Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages,

 

AND

 

In addition, an EOPS counselor hired after October 24, 1987, shall have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages.

 

Experience Required:

• Minimum of two (2) full-time years of occupational experience (or equivalent) in work relating to ethnic minorities or persons limited by language, social, or economic disadvantages.

• Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds and needs of community college students.

• Within the last four years, two (2) full-time years of experience (or the equivalent) in:

 

A. The coordination of educational programs, community organizations, government programs, or private industry dealing predominantly with ethnic minorities or persons limited by language, social, or economic disadvantages;

 

OR

 

B. Community college counseling or instruction within an EOPS/CARE and/or Guardian Scholars (emancipated foster youth) program or have comparable experience working with disadvantaged clientele.

 

Desired Qualifications:

• Knowledge of EOPS/CARE and state (Title 5) regulations and guidelines.

• Knowledge of the Guardian Scholars Program and emancipated foster youth student population

• Knowledge of community college student financial aid programs, state subsidy programs and other community support services available to at-risk students and services designed specifically for emancipated foster youth.

• Knowledge of state-mandated matriculation policies, procedures and regulations and articulation agreements relating to successful transition of students between K-12, community college and four-year university systems; community agencies and local resources to provide supplemental services to students who are economically disadvantaged and academically under-prepared (including specific needs of emancipated foster youth) .

• Knowledge and understanding of various counseling theories, intervention strategies, and academic planning requirements necessary in serving EOPS/CARE and emancipated foster youth students.

• Knowledge of community resources relating to needs of emancipated foster youth (i.e. transitional housing, social services, Orange County Department of Education, etc.)
