Description Position Summary
Under the direction of the Dean of WCM.Q, the Chief Administrative Officer .CAO. provides leadership over non.academic administrative functions in support of the education, research and clinical activities of the college, assuring consistency with the policies and practices of Weill Cornell Medicine .WCM. and Cornell University .CU., and adapting them as may be necessary to local requirements following appropriate coordination with the respective home campus. As a visionary and progressive leader, the CAO uses innovative and creative best practices to ensure excellence in the administrative divisions, developing strong relationships with faculty and staff at all levels to ensure a productive and collaborative environment supporting the college’s tripartite mission.
Job Responsibilities
+ Directs and oversees the business division of budget and finance: procurement, contracting, and housing, assuring compliance with CU, WCMC and WCMC.Q policies and legal requirements including audit.

+ Oversees the division of human resources: providing immigration, mobilization, recruitment and retention, compensation and benefits, employee relations, and training and development functions.

+ Build a diverse, cohesive and stable workforce and an organizational culture which makes WCMC.Q a global employer of choice for those with talent, commitment and passion who are seeking a workplace where there are high expectations for performance.

+ provides oversight of the IT and telecommunications division: assuring sufficient infrastructure, network and applications, connectivity to home campuses, and wireless and wired systems that meet the evolving needs of the college.

+ Through his her direct report, coordinates safety and security, EH&S and facilities management functions: assuring that a safe and comfortable physical environment is provided for students, faculty and staff for daily activities.

+ Assure the availability of a well thought out set of plans for the protection of the organization and its members in the event of extraordinary circumstances.

+ Leads the risk and compliance management function to mitigate exposure to liability: liaises with University Counsel and or Deputy University Counsel in all legal matters to assure the protection of the institution and its parent entity.

+ Collaborates with WCM and CU leadership, including the Chief Operating Officer at WCM, in formulating strategy for the university and college and for the protection of these institutional interested in Qatar

+ Provides administrative support as requested for any additional initiatives of the university or the medical college.

+ Serves as a representative of CU, WCMC and WCMC.Q and as such cultivates and nurtures local relationships, particularly with Qatar Foundation.
Education
+ Master's Degree in related field
Experience
+ 10 years of senior level experience in an academic, healthcare or related field.

+ Extensive experience in the functions of finance, budgeting, and procurement.

+ Previously demonstrated success in planning, managing and stewarding resources.

+ Broad institutional perspective and strong analytical ability

+ Prior working experience in a research, medical or educational environment

+ A collaborative style, effective negotiator, and diplomat

+ Demonstrated outstanding leadership and strategic planning expertise and decision making.

+ Advanced problem solving and analytical skills.

+ Innovative, entrepreneurial approach to addressing current and future challenges.

Weill Cornell Medical College in Qatar was established in 2001 as a partnership between Cornell University and Qatar
Foundation. The first medical school in Qatar and a pioneer of coeducation at university level, WCM.Q offers an integrated program of pre.medical and medical studies leading to the Cornell University M.D. degree. Teaching is by Cornell and Weill Cornell faculty, including physicians at Hamad Medical Corporation .HMC. who hold Weill Cornell appointments.
Enrollment has grown rapidly from 25 first year pre.medical students in fall 2002 to over 200 students from more than 30 countries as we entered our sixth year of operation in September 2007.
